The Arts and Culture Division was established by the Office of Student Affairs on October 1, 1992, which was later renamed the Arts and Culture Center on February 1, 2011. The center is led by a director and staffed by five specialists, each responsible for different areas such as exhibitions, performances, film, digital arts, and venue management.

Located halfway up the hill on the NCCU campus, the Arts and Culture Center (hereafter referred to as "the Center") houses an Auditorium, an Audiovisual Theatre, and students’ club rooms and other spaces. It serves as the primary venue for cultural and artistic events at the university. From March to May, the Center runs its Art Residency Program, while from September to December, it hosts regular arts events. Each semester, the Center curates its programs around specific themes. The thematic programming brings a variety of issues to campus through artistic works. This thematic approach encourages diverse thinking and discussion among students and faculty.
