In May 1979, the Department of Health of the Executive Yuan of the Republic of China immediately raised the alarm that amphetamines could cause a pandemic due to the surge in amphetamine testing cases and drug poisoning cases in medical institutions, as well as media reports of amphetamines invading schools.

Subsequently, the government immediately took relevant measures, including listing amphetamines under the "Narcotic Drugs Control Ordinance" and prohibiting its medical use; establishing a "Coordination Meeting for the Prevention of Abuse of Amphetamines" and a "Chunhui Project Promotion Group".

In order to prevent students from drug abuse, the Ministry of Education formulated the "Preventing Student Drug Abuse in Schools at All Levels" implementation plan on December 11, 1979. Later, on September 3, 1980, the three tasks of "preventing drug abuse", "eliminating tobacco harm" and "preventing AIDS" were combined into the "Chunhui Project".

In the 84th year of the Republic of China, in view of the increasingly serious harm to national health caused by alcoholism and betel nut chewing, these two tasks were included in the "Chunhui Project".

Feeling that "student clubs" are the core of student class activities, and leveraging the power of "clubs" peers to influence "peers" to drive students to enthusiastically participate in Chunhui work, the Ministry of Education has guided each school to establish Chunhui clubs since the 1980s to facilitate integration The strength and resources of other student associations are used to coordinate the various educational and publicity work of the Chunhui Project. It is hoped that school campuses can become the cornerstone of anti-drugs, and then expand their influence on people in the community, so as to fulfill the responsibility of educated youth to transfer bad habits in society; let people across the country live in a clean and hopeful environment, and do their best to contribute to create a safe and secure environment. and a happy society.

In order to continue to promote the nationwide anti-drug campaign, the Executive Yuan has held regular national anti-drug conferences every year since the 1990s, inviting civil society groups, scholars and experts, and representatives of administrative agencies to conduct discussions to formulate solutions and expand the national anti-drug campaign. Poison effect.

"Chunhui Club" is a breath of fresh air in students' extracurricular activities and the cornerstone of the anti-drug campaign. It is expected that Chunhui Clubs in each school will actively participate in various Chunhui education promotion work, and combine the strength and resources of other student clubs to exert peer influence.
